For our neighbors at Klemetsrud and Mortensrud
Hafslund is set to establish one of Norway’s largest climate initiatives at Klemetsrud in Oslo. If you live nearby, you can stay up to date on the project’s progress here.
Together with Aker Solutions and SLB Capturi, Hafslund is building one of the world’s first full-scale carbon capture facilities at a waste incineration plant. Construction began in autumn 2025, and the facility will be operational by the third quarter of 2029.
SMS notifications
AF Gruppen will resume blasting work at the construction site on Klemetsrudveien from Wednesday, 18 February 2026.
Neighbours and others in the area will hear a siren before each blast. Noise may also be heard, and slight vibrations may be felt in the area.
Blasting work will take place on weekdays between 07:00 and 19:00.
- Use the registration form on the page below to subscribe to or unsubscribe from the notification service.
- When you sign up for SMS alerts, you will receive a message before each blasting operation.
- SMS alerts are sent 30–60 minutes before blasting. The times listed on the website are for guidance only; the SMS alert provides the definitive time.
Establishing carbon capture at the waste incineration plant will help reduce the climate impact of waste incineration and is crucial for Oslo to achieve its ambitious climate targets.
We already remove pollutants from the plant’s emissions very effectively, and we consider carbon capture the next step in flue gas treatment. The carbon capture facility to be built will capture 350 000 tonnes of CO2 annually, of which approximately 50% will constitute permanent carbon removal from the atmosphere, while 50% will be avoided fossil CO2 emissions.
As part of the national Longship project, the captured CO2 will be transported and permanently stored by Northern Lights JV beneath the seabed on the Norwegian continental shelf in the North Sea. This will help reduce emissions from the incineration process in line with the City of Oslo’s Climate Strategy for 2030.
The path towards a new investment decision
In June 2022, Hafslund Celsio AS (then Hafslund Oslo Celsio) received state aid for the project, and the investment decision was made. In April 2023, the project entered a cost-reduction phase due to a sharp increase in the price of equipment deliveries.
In 2024, two new front-end engineering design studies were carried out with Aker Solutions and SLB Capturi for the capture plant itself and the CO2 terminal at the Port of Oslo.
Further work was carried out to reduce the facility’s risks and costs. This work led the Oslo City Council to approve the municipality’s share of the funding on 23 October 2024, while the Norwegian Parliament approved the government’s proposal for a revised state aid agreement on 18 December 2024.
This led the board of Hafslund Celsio AS to make the final investment decision on 24 January 2025 to establish a carbon capture project at the waste incineration plant at Klemetsrud in Oslo.
On 27 January 2025, the company signed an agreement with Aker Solutions AS and SLB Capturi Norway AS, acting as a joint venture, to deliver the project.
