About Hafslund Celsio

Hafslund Celsio is the largest supplier of district heating in Norway, accounting for approximately 36 percent of all district heating generated in the country. We are engaged in major development projects, with the goal of establishing a full-scale carbon capture facility at Klemetsrud in Oslo. Hafslund Celsio aims to be a key contributor to the green transition, making Oslo even more environmentally friendly and sustainable.

How Hafslund Celsio Conducts Procurement

Hafslund Celsio's procurements related to the district heating business are subject to the Public Procurement Act and the Utilities Regulations.

As a general rule, we use competitive bidding with prequalification for larger procurements and procurements covered by procurement regulations. These are conducted through the Achilles UNCE qualification system or announced via Doffin.

To participate in prequalification, our suppliers must have a minimum Silver membership level in Achilles UNCE at the time the competition is published.
